Core skills
Managing the three major phases in the life of a project
VINCI Concessions core skills are infrastructure development, programme management during construction and operation of the infrastructure over the lifetime of the concession.
Focusing on public service
VINCI Concessions develops a close partnership with contracting authorities from the start of the project. By listening carefully to the requirements they express, the company is able to propose a project that maximises benefit to the general public.
- The objective of the partnership is to design a useful and economically viable project that will benefit the user, the concession grantor and the private sector partner alike.
- VINCI Concessions’ concession-construction model enables it to make the most of user experience and to work with the public authority to identify user needs.
VINCI Concessions handles the entire development process:
- Project identification
- Consortium of equity partners and lenders
- Design, financial and occupancy modelling
- Financing
- Environmental impact studies
- Contract signature
Beyond investment, VINCI Concessions will only take on the project if it is in a position to provide the most appropriate programme management and operating solutions.
The role of VINCI Concessions, as a leading partner in the project, is by nature to coordinate it, as several examples in 2010 serve to illustrate:
- LGV SEA contract: VINCI Concessions assembled VINCI technical partners to handle design, construction, operation and maintenance and lined up an impressive array of financial partners such as the Caisse des Dépôts and AXA Private Equity.
- GSM-Rail project: VINCI Concessions coordinated the project without being the lead company in the consortium.
Integrating complex infrastructure projects
VINCI Concessions has developed a set of rigorous procedures to ensure that the project is delivered on time, on budget and to the satisfaction of all parties.
- This approach to project integration gives the concession grantor a single interface for complex infrastructure projects.
Taking on out-of-the-ordinary projects is part of the VINCI Concessions corporate culture. The Group is known for its ability to manage all aspects of such projects:
- Technical
- Administrative
- Environmental
- Public (impact on public opinion)
- Local(consultations with local communities)
VINCI Concessions brings together the various stakeholders:
- Public sector clients
- Designers
- Technical teams
- End users
- Local residents
In PPP projects, programme management has specific features. There is a need to:
- Take on board the financial dimension
- Simultaneously build and operate certain sections, in most cases
- Make changes as the project proceeds, as in the Park Azur rental car facility at Nice Airport: departing from the initial design of the project, the rental firms decided to pool a number of areas, and VINCI Concessions was able to revise the drawings without causing a delay in construction.
Maximising benefit over the lifetime of the concession
In the operations phase, VINCI Concessions continues to innovate in order to:
- Ensure that the concession continues to meet the highest quality standards
- Introduce new services throughout the life of the concession
- Operation exemplifies VINCI’s integrated concession-construction business model.
- In parallel with the Group’s strong construction capabilities, VINCI Concessions handles long-term operation, investment and service development using state-of-the-art information technologies.
- During operation, the focus is on meeting user aspirations and expectations to create value for the public concession grantor.
- VINCI Concessions enhances the value of the concession by ensuring that it becomes an integral part of the local environment, supporting economic and social development while respecting the needs of local communities.
- As operator, VINCI Concessions also takes on responsibility for building a positive image of the infrastructure. Examples are the various information campaigns run by Olympia Odos in Greece and the Rhônexpress consortium in Lyons to explain their projects and enhance the projects’ appeal to prospective users and the local community.
