A two-lane toll road in the megacity of Lima is under concession with LIMA EXPRESA (formerly LAMSAC). When VINCI Highways acquired this company in 2016, it became the concession operator for these two expressways and brought in a raft of major changes.

Agreed until 2049, the concession includes the operation of two sections: a 16 km highway and another section of 9km. VINCI Highways completed work on the section in 2018. This new section includes 13 viaducts, as well as a tunnel of nearly 2 km under the Rimac River, at the heart of the dense urban environment of Lima.

The concession provides safe, congestion-free expressways to 180,000 vehicles every day in the Peruvian capital.

Committed to reduce its carbon footprint in line with VINCI Concessions' environmental ambition, Lima Expressa became in 2022 the first highway concession to reach carbon neutrality in South America.

A safer road

Since VINCI Highways took over the Lima expressway concession, it has been run to the highest standards in terms of quality and safety. The local expertise of the teams based in Peru along with the international expertise of VINCI Highways has helped to raise the bar and exceed drivers’ expectations.

60 % fewer accidents has been reported on the Lima expressways since it joined the VINCI Highways network in 2016.

Increased mobility and greater safety

The new 9-km stretch now enables the 10 million people living in Lima to get where they’re going more quickly and comfortably.

VINCI Highways has installed 120 cameras that film traffic in real time to continuously improve highway safety. Operators are now monitoring the road 24/7 from two control centres in constant communication with the highway maintenance teams as well as the national police, who are ready to take action at the first sign of an incident.

The VINCI Highways subsidiary has also carried out large-scale road safety awareness operations, such as “Que tu primera meta sea llegar sano a casa” (May your first objective be to get home). Results that will be further enhanced in the future, with the launch of Muévete Perú by the association Movemos of VINCI Highways. Developed in partnership with the Superintendence of Land Transport of People, Goods and Freight of Peru, this programme contributes to increasing safety on the country’s urban roads, promoting citizen participation and strengthening pedagogy around road safety.

Improved quality of life

VINCI Highways ensures its projects are properly adapted to both the physical geography of the local area as well as the community and the needs of people living there. In Lima, VINCI Highways rehabilitated a number of public spaces around the concession and pledged to reduce its CO2 emissions, as well as its water and electricity consumption. It also offers support to the local population by developing educational and sporting community projects in the region. Employees are fully involved in these social and environmental objectives through week-long programs organized around themes such as safety, ethics, the environment and equity and diversity.

Acting as a socially responsible company

Lima Expresa has made it a priority to encourage equality in the workplace and help women further their careers. To promote diversity in the workplace, teams from Lima Expresa organised an Equality Week or created The Angeles de la via (angels of the road) programme, to boost career development in roadway surveillance and assistance professions, has played an important role in this process. The programme has achieved real results – with for example Peru’s first female crane operator working in the teams.

Challengemet

Completing construction in record time

Carrying out roadworks in such a densely populated urban area that also presented a number of geological constraints was a real challenge. VINCI Highways had to mobilise all areas of its extensive expertise to finish work on section 2 in record time. The main difficulty was working in an urban area while keeping section 1 open to traffic and maintaining the highest operating standards.

In total, just 15 months were needed to finalise the new 9-km section of the highway. It includes 13 viaducts and the longest smart tunnel in Peru.

A greener road

Late 2021, LIMA EXPRESA had been promoted to Level 3 of the “Peru Carbon Footprint” certification, a program recognizing the efforts made by public and private organizations to reduce their greenhouse gas emissions. Between 2019 and 2021, Lima Expresa has managed to reduce its CO2 emissions by approximately 27%, thanks in part to the implementation of an intelligent automatic lighting device along the Linea Amarilla tunnel and with the replacement of the fleet with 9 100% electric vehicles.

The VINCI Highways subsidiary has also deployed the first recharging station on the Peruvian capital's ring road, which is open free of charge to all motorists with electric cars.

In addition, Lima Expresa has established the MOVEMOS Association to serve as its sustainable mobility platform. It focuses on three areas of action: sustainable transportation, road safety and environmental care and protection. The association help supporting Lima Expresa’s vision to be recognized as Peru’s most sustainable road concession, committed to improving the quality of life and mobility for people in the country’s capital city.

Key stages

  • December 2016: acquisition of LAMSAC. VINCI Highways became the new concession holder of the Lima expressway.
  • July 2017: inauguration of the main project infrastructure. The Bella Uniòn bridge opened, making one of the city’s main avenues accessible once again.
  • June 2018: section 2 of the expressways opened on 15 June 2018.
  • September 2018: just three months after its inauguration, 2 million drivers have already used the new section.

    • LAMSAC changes its name and now becomes LIMA EXPRESA
    • Lima Expresa acquired a fleet of eight 100% electric vehicles to further reduce its CO2 emissions.
